LOCAL GROUND RULES: ALL TEAM LEVELS
The Local ground Rules for all teams are designed to help coaches, players, and improve the overall performance of the game. The ground rules are designed to improve the play of baseball at the CJL complex. All rules are voted upon and approved by a rules committee. If you would like to see new rules adopted or edited then submit them at a CJL Board meeting. These ground rules take president over any other rule, including the NBC Rules. Please see our section
below on understanding rules for more clarification on specific rules.

UNDERSTANDING SPECIAL RULES: AA Special rules There were several changes this year for the AA league. These changes were placed into effect to help the play of beginning level baseball. Please read all the rules but be aware of the following: 1. Umpires will be on the field. We have found that both parents, coaches and the players need to get the rules from a professional. We at the CJL have answered that call with paid Umpires for AA. Please do not give these "Umps" a bad time they have full control and are encouraged to eject any unruliness. NO TOLERANCE for poor behavior! 2. PLAYER ROSTER’S A. The roster of players, as submitted to the official scorekeeper before the game, shall act as the batting order for the entire game. NOTE: The first nine (9) batters shall be the nine (9) starting defensive players. All player rosters shall include player first & last names and numbers. This rule was adopted for all leagues and is used to verify proper players and positions. This is also used to teach the coaches proper Roster use for all levels of baseball. 3. Previously known as "Passed Ball Rule" now known as "Realistic Play" A. Base runners shall be allowed to advance one base only on any overthrown ball. The overthrow occurs when the catch is not made. The bases will be awarded based on where the runners were at the time of the throw. If the runner stops on a base he is not entitled to the next base, he must stay at the current base. EXAMPLES FOR CLARIFICATION: 1. A hit to right field, the fielder throws the ball to first baseman, first baseman misses the catch. If the batter/runner has not reached first base (When the throw occurred) he must stop at first base. If the batter/runner has reached and rounded first base he may occupy second base. 2. A runner on second base, the ball hit to short stop. The second base runner waits for the throw to first base then proceeds to third base. A overthrow occurs at first, if the runner has passed third base he may attempt to go home, if he has not rounded third base he must stop at third base. This rule is enforced to make realistic plays for AA baseball. We want to remove multiple errors making huge game impacts. The players, coaches and parents need to learn a single should be a single, a double is a double, a triple a triple and a home run is a home run. We do not want players learning to speed around bases and massive poor play causing rewards. This will not be an option in the higher leagues so don't teach it to them in AA. 4. 8 Run Maximum per inning: A. There is a eight run maximum per inning. The exception is the last inning (no run max) that will give the underdog team a chance to catch up or win. This rule was adopted to remove the maximum number of batters per inning. The rule is now enforced based on the number of runs. This rule should speed up play and limit the blow out games. 5. Play with only seven players (With an out). A. If a team cannot field a team of nine (9) players, by game time, the team will be allowed to start and play a league game with only seven (7) players. If a eighth player shows up after the start of the game said player shall be allowed to play, and added to the line up in the last batting position. Note: The vacant position must be the pitching position and that missing eighth spot will count as an out in the batting lineup. No out penalty for the ninth position. 6. Position sheets (still mandatory) but can be developed by the coaching staff. A. Use of the position sheet, by the coach is mandatory. The coach shall enter all players’ positions, each and every inning, and return the position sheets to the cage with the official score book. This was done to allow coaches the opportunity to establish a team assignment before game time. He must then correct the position sheet as the game proceeds. There is a stiff penalty for coaches not keeping up with the sheet as the game proceeds so make sure you keep it up. This rule also takes the responsibility from the score keeper. 7. No Coaching from the pitching machine. A. One adult to operate the pitching machine for his team’s at bat, at the manager’s discretion. NOTE: Pitching machine operators CANNOT turn and coach players on or off of the bases. This rule was adopted to speed up play and teach the player to get batting direction from the third base coach not a machine operator. There is plenty of opportunity for coaches to give batting instruction from the Third or First base line. We at the CJL are always striving to improve play of baseball. If these rules do not benefit the play or you have additional rules you would like us to look at please submit them before the season begins. Thank you... CJL Rules committee.
AAA Special rules There were only a few changes this year for the AAA league. These changes were placed into effect to help the play of mid level baseball and start developing catchers, pitchers and running. Please read all the rules but be aware of the following: 1. PLAYER ROSTER’S A. The roster of players, as submitted to the official scorekeeper before the game, shall act as the batting order for the entire game. NOTE: The first nine (9) batters shall be the nine (9) starting defensive players. All player rosters shall include player first & last names and numbers. This rule was adopted for all leagues and is used to verify proper players and positions. This is also used to teach the coaches proper Roster use for all levels of baseball. 2. STEAL RULE: A. When the pitcher releases the ball, in a delivery to the batter, base runner(s) may attempt to advance to the next base, at their own risk of being put out. B. Base runners may advance unless they occupy third base. (NO STEALING HOME). After the ball leaves the pitchers hand, the runner on third base can leave the base, at his own risk, but may not score, except by a batted ball or by being forced from a walk. C. Base Runners are limited to one stolen base per pitch. No runner shall advance on an overthrow. These rules have been in place for many years but the CJL Rules committee has determined that we need to develop pitchers and runners, so we installed the section on "release" of the pitch thus allowing runners to make a jump on the ball and force catchers to watch for the play. 3. BALK: During regular league play, no balk shall be called, however the umpire shall caution the offending pitcher, and explain the reason for the potential balk, and explain the proper method of delivering a legal pitch.Because of the Steal Rule above we expect to have pitchers trying to throw the jumping player out. Because of this we do expect Balks but will not penalize the Pitcher only a warning. This should help develop those pitchers as well. Remember No runner can advance on an overthrown ball so there is little risk for the pitcher to try and throw the runner out. This rule was added to again give the AAA players the opportunity to play at a higher level with little hindrance to the game. it is the hope of this board to prepare the players, coaches , umpires and families on proper baseball rules, including this odd rule.
